Your question requires an attorney consultation. It is not a simple question that can be answered on this type of forum. There are many factors that would need to be considered and evaluated. Are you a U.S. citizen or permanent resident? How old are your U.S. citizen children? Is your husband presently in removal/deportation proceedings? Does he have an order of removal issued by an immigration judge? I strongly suggest that you immediately contact an experienced immigration attorney for a face-to-face consultation and give him/her all of the facts surrounding your husband's situation. (S)he would then be in a better position to analyze hia case and advise you of your options.

A seaman visa presents problems. If he has a B-2 visitor visa and used that for entry, it is much better. There are still things to be done, however, to get him a green card/immigrant visa.
