In your case, it is faster if you let your brother pursue his legal residency through employment. A brother to brother petition takes about 15 years wait before his visa to adjust his status becomes available. Further, you cannot file his I-485 when you file the I-130 because his visa is not immediately available.

You can change status from B1/B2 to F1 if you get accepted to a school that is accredited with the USCIS. All such schools have a person on their staff called Designated School Official. These officials have the authority to issue the forms you would have to submit to USCIS with your application for change of status. You would also have to prove your ability to support yourself in the U.S. (because you would not be permitted to work while in the U.S. on an F1 visa).
