Yes, it is possible to get the charge reduced. However, someone under 21 years old has a breath limit of .02. You can ask for an underage DUI.

The "look back" period in California is 10 years, the more time between offenses generally affects sentencing in a positive way (it gets more lenient) but it is still a second which means the mandatory minimums are still pretty harsh. You should consult with a DUI attorney regarding the facts of your case and possible defense, it may be that your case can be reduced or beaten by a skilled attorney.

Your question is a little unclear. You have one prior DUI conviction, and one pending DUI? Or do you have two DUI convictions and one pending DUI? Also, do you have a prior driving on a suspended license (14601.2), and another VC 14601.2 driving on a suspended license pending (along with the new DUI charge)? The answers to those questions will effect what the potential penalties would be for your case. I can safely say this though....you need an Attorney to handle this for you.
