The only thing I can suggest is that you check with the court and see if a copy of the completion was filed with the court. You should be able to buy a copy from the court clerk. I am sure the program has no records from 18 years ago. I am assuming that you do not have a copy of the completion certificate.

Maximum is 3 years in custody. Time for a lawyer. You need a good criminal defense attorney. I'd strongly suggest you find someone who focuses on criminal law and who routinely practices in the court where this case will be heard.

Probably not , but it is up to the judge if you have to go back to court. Many counties don't bother with a warrant, the just leave it up to the DMV. You cannot get a license until you complete the program.
