He has to complete the classes to get his license back from dmv. Notwithstanding that court will usually roll classes into jail and let him serve concurrently.

In situations where your CA license is on hold or suspended because of an action taken by another state, the best way (and typically the only way) to resolve the situation in California is to do whatever is necessary in the other state so that the hold or suspension in the other state is released. If you have an out-of-state DUI offense you will be required to resolve that matter in the other state before CA DMV will allow you to get a license.

Prosecution on the crime. Raise all appropriate defenses with whatever witnesses, evidence and sympathies are available for legal arguments, for evidence suppression or other motions, or for trial. With a low BA, assuming no other drug allegations, your attorney may be able to deal with it better than most. If you don't know how to represent yourself effectively against an experienced prosecutor intending to convict, then hire an attorney who does, who will try to get a dismissal, charge reduction, diversion, program, or other decent outcome through motions, plea bargain, or take it to trial if appropriate.
