If the OWI case was dropped, it may have been possible to get the refusal suspension terminated as well. You should discuss that with your attorney.

How can I get my license back with no proof I completed the class?

If neither you nor the class filed the completion card with the court and DMV, and if you can't get a certified copy from the class now so you can file it, then you can't and won't get your license back without taking the class again. Check with DMV to determine what you'll need to do to be qualified for re-issuance. You should also check with the court, because I have to assume you have an arrest warrant out for you, for your failure to appear and probation violation. If so, contact if serious about hiring counsel to help you get that sorted out and avoid jail time. You're lucky you haven't come in contact with law enforcement anywhere, since you would be arrested upon them checking your ID.

You need to consult a lawyer in the state where you were arrested for OWI (= DUI). Different states have different laws and practices relating to expungement. In Wisconsin you could probably not get the arrest record expunged, but there are (rare) exceptions to almost everything.
