If you were the city's attorney would you dismiss this case?

Nope. They will go forward. Hire an attorney to complete a jury trial. You may still be convicted, but without the trial, your only other option is to plea guilty.

Do I have a good case for pleading not guilty since I was not operating my car and was a half mile away when arrested?

Well, maybe. First, you don't need a good or bad case for pleading Not Guilty. You are entitled to enter such a plea if you want to do so. As to prevailing in court, you should consult an experienced criminal or OWI lawyer, who can review the facts in much greater detail than can be done on this ste. Good Luck.

How long should my license be suspended for a refusal to blow (breathalyzer)?

DUI/DWI lawyer at Dungan, Lady & Dunga, PLLC
If you refused the PBT at the scene where you were pulled over, there are no driver's license sanctions for that. If you refused the chemical test request from the officer after being arrested for drunk driving, that refusal triggers am implied consent suspension of 1 year. If that is your first and only implied consent suspension, you can petition the circuit court for driving privileges based upon hardship in the county where you were arrested.
