If I was pulled over for OWI with no probable cause, can I beat the case?

I doubt what you are telling me. Probable cause can be just about anything: going too fast, going too slow; defective equipment (like a bad tail light or no light on your license plate), a sight wave or swerve while driving, failure to signal lane change, failure to come to a complete stop at a stop sign or light get my point. Its not difficult to establish probable cause. With a stop for DWI, I would believe that that the officer saw at least one of these occur while you were driving.
