Your friend should check with their lawyer before moving. I have been handling DUI cases exclusively for over 15 years, I have never heard of a "mail reporting" requirement for informal probation. A local lawyer may have the answer, if your friend is truly on informal probation and has completed the terms and conditions of probation except the duration of probation, they should be able to move without any problem. Many courts only require that the probationer provide notice when they change address, your friend should do this if it is a term of probation.

It is common place for the arresting officer to impound the vehicle on a DUI stop. If he was driving, good chance he will be charged. If he is on probation for a prior DUI, a condition of probation is that he maintain law abiding behavior. Clearly he is in violation of the terms of probation. Another factor is probably not consume alcohol. Another strike against your friend. Good chance the judge will revoke his probation and order him to jail. How much is up to judge. If he is charged with another alcohol related, good chance he will have his license suspended. Too bad about school and work.
