Can I finish the program in Virginia, DC or Maryland and will my two months of the program count in the other states or do I have to start again?

No the program has to be licensed in CA. If you are leaving CA for 3 + years you can get the requirement waived, but if you come back in less than 3 years you will have to finish the program.

What do you mean? Have you plead to the DUI and can't pay the fines? You can go to court and ask for more time or transfer it to caltrans or jail. If you have a bench warrant because you ignored the citation you should probably deal with it because you don't want to get arrested. Why did the cops stop you it doesn't sound like they have probable cause.

The fines may be the least of your worries. If you have a failure to appear, there may be bench warrant out for your arrest. I suggest that you contact an experienced immigration/criminal defense attorney for a face-to-face consultation and give him/her all of the facts surrounding your situation. He/she would then be in a better position to analyze your case and advise you of your options.
