What is the probability that he will serve jail time and typical sentence for an under 21 DUI?

Chances are he will not do jail time. He will have to pay a fine or do community labor and attend an Alcohol Class. His license will be suspended for 1 year and he will be on probation for 3 years. After 1 month of the suspension he is eligible for a critical needs license.

Is a temp 30-day license still good after court if there is 2 weeks left on the license?

Temporary license issued by whom? What you received from the police is not a temporary license. If you have not filed for an administrative hearing, then your driving privileges are suspended.

How can I get my license back with no proof I completed the class?

Answered by attorney Terry Alan Nelson (Unclaimed Profile)
DUI/DWI lawyer at Nelson & Lawless
If neither you nor the class filed the completion card with the court and DMV, and if you can't get a certified copy from the class now so you can file it, then you can't and won't get your license back without taking the class again. Check with DMV to determine what you'll need to do to be qualified for re-issuance. You should also check with the court, because I have to assume you have an arrest warrant out for you, for your failure to appear and probation violation. If so, contact if serious about hiring counsel to help you get that sorted out and avoid jail time. You're lucky you haven't come in contact with law enforcement anywhere, since you would be arrested upon them checking your ID.
