If you were convicted of a "wet" reckless you can do the 9 month program, if you live out of state, you can apply for reinstatement after a two year suspension without attending the class at all. Otherwise, you cannot get a license until you enroll in the 18 month program, and you must complete it too.

You need to get an attorney to try to get the charges dismissed or at least reduced. You can't expunge a charge that hasn't been disposed of in court.

Major problems. Probably some substantial jail time. Sounds like the person has seriopus alcohol substance abuse issues. I would suggest hiring an attorney and getting into counseling.
