I had 3 DUI back when they had the 10 year rule and I was over that so I wasn’t charged for a felony back then is this correct?

No. You likely signed a document stating that you were pleading guilty to a misdemeanor and additionally the judge signed a judgement stating the exact level of offense and the punishment for that offense.

There is nothing you can do at this point but wait to see what happens. However, if you do get a charge of DUI contact an attorney and explain what you have posted here online. The police must provide you with certain rights before giving you a breath test and it certainly doesn't sound like they were given. If you get the DUI charge call me or another attorney as soon as you receive it.

If I go to the Dallas Public Services and have a suspended license and DWI, can I get arrested?

I don't know was Dallas Public Services is. But if a cop runs your id and sees you have a warrant, he absolutely could arrest you. But a lot of cops are lazy and won't want to mess with it.
