A lot more information is needed than what you supplied in your question. They probably gave you a form to sign stating you refuse the test.

I'm not sure what you mean by informal probation, but it is possible to be on probation in two different counties, although most judges are probably reluctant to double you up on probation.

I got a DUI and went to court and DA sent paperwork back to police but is not filed with DMV either what is happening here?

Uncertain about what the DA is saying. Could it be that the DA does not have the police reports from the cops yet. As for DMV, if there was a blood test, it may not be back from the lab yet. If there is no test result, they will not suspend your license. If there was a refusal or a breath test over .08, then this is not it. Tell me what kind of test and whether you have the police reports. A little more info and I can probably let you know what is happening. You should really have a lawyer so you do not lose your license any longer than necessary. This one has many pitfalls.
