Can a person get a DWI after the fact if someone reports the accident was caused by drunk driving?

Yes, he can still be charged. At the hospital, they probably did a blood draw. By law, when there is an accident, a blood draw is required. I suspect that they may be waiting for the results of the blood test. Yes, he most definitely can be charged. He is also very stupid to be talking about it because, anything he says can and will be used against him.

On a DWI with endangering welfare to a minor, do I have a case if the breathalyzer test took 1 ½ hours to perform and lack paperwork?

Not necessarily. They have two hours to perform the test. However, let's assume that the test is inadmissible. The breath result is only one prong of the DWI statute. The other prong of the test is" driving affected to an appreciable degree by the consumption of alcohol and or drugs". If there is sufficient evidence, you could be convicted even without the breath test. Since I do not know what evidence that is, I can't say.

What will happen to my DUI charge?

It all depends on case and county. It does not sound like a jail case and often one can get it reduced to an impaired or better, especially if there are search and seizure issues.
