I dont know TX law, but your suspension period has probably expired. You need to speak with a local lawyer that handles driver license restoration issues. The lawyer can get your record from the TX Department of Motor Vehicles and see what is needed to restore.

Any charge brought against someone stays 'on record,' because the record is supposed to be historical and accurate. If it is accurate it will also show that the charge was dismissed. Of course, some people know how to read what is before them, and others don't. But we can't do too much about that.

The usual answer is yes. As long as there is only a DWI first with no aggravating factors. There will be a fee set by the county and attorney fees. You will need SR-22 compliant insurance and your attorney can explain the requirements of the permit to drive that will be issued.
