Is he allowed to appear without an attorney if the letter does not state he needs an attorney at the hearing?

Since he has no money for a lawyer, he shows up without one. I don't know what particular court his case is in. The courts in Harris County generally want to know all about his resources. How did he finance the bond, does he have a cell phone, a car, a savings account, etc. The court will let him know what to do at his next setting.

My brother has been in jail for 8 months for drugs now they want him to do 6 more months in rehab to detoxed 8 months in jail already what can i do?

Many counties use rehab programs the "help" people and don't consider it punishment. Usually to avoid (if it has come up) is to convince the DA or the court that the individual doesn't need it

What happens if you do not show up at court for a speeding ticket?

You fail to show, a warrant is issued for you. The officer fails to show, with you there, then the ticket may be dismissed, or the court may continue the case to a new date and try again.
