He needs to work it through the divorce court. His attorney can probably file for temporary orders asking the court to remove her.

If the respondent is wasting time, can I force the divorce without their approval?

File an At Issue Memorandum or a Request for a Trial Date or a Trial Setting Conference (whatever your jurisdiction needs for you to file so that they know your case is now ready to be finalized). The sooner you do this, the sooner you'll actually get the trial finished, even if it is delayed a time or two. Make sure you have both done your mandatory Disclosures, otherwise, you won't get anywhere in asking for a trial. If they haven't done theirs, send a demand for them to be completed within 30 days (see the code in your state).
