Do I still need his permission to move if we already have a parenting plan signed but it is not a court order yet?

If there is no pending legal action and nothing has yet to be filed with the courts, then you should be able to move without issue. However, you really should consult with an attorney prior to making that decision as there are multiple factors that could affect whether or not you could get into any sort of trouble by doing so.

Am I eligible for alimony payments and can I stay on his medical insurance?

Idaho doesn't have alimony, although given the right facts, you might get spousal support. Assuming that he works for somebody and is not self-employed, your health insurance will end when the divorce is final. You need to talk with a local family law attorney.
