If he knew where you were, he had a duty to serve you with his petition for divorce. If he didn't it could have been done by publication. Contact the county court where he lived and see if there is a divorce decree on file. Otherwise, you can file a divorce where you are since there are probably no property issues at this point.

If the first attempt fails you can try again, if all attempts (however many you make) fail, you can publish service in the locale of the place your husband last resided or where you believe him to be, Alternatively, you can petition the court to accept the service made even if it fails to provide actual service. You need to file for divorce, you may qualify for a fee waiver (for the court's fees), so you will need to fill out that application as well. Get him served with the papers, then see if there is anything he wants to fight about (custody, visitation, child support, spousal support, division of all assets, division of all debts), or if you can just agree on basic terms and file the final paperwork. In California, there are good self help offices at the Family Law courthouses to help you get the correct paperwork filed.
