No, a petition for declaration of nullity has to be filed with the court in the Philippines. It is not just a document or agreement that the parties could sign. Your boyfriend should consult a lawyer who is licensed to practice in the Philippines.

When I retire at age 66 can I stop paying spousal support?

Not automatically. You need to file a motion with the court requesting a support modification based on your changed circumstances. I think you should hire a lawyer for this as it can get tricky. Good luck.

Is it true that I have harassed my ex by serving her in person if I responded to her request through a friend?

If she has an attorney you should have personally served the attorney. You could have done it by mail if you'd added five days. To me its not harassment more not knowing the rules but its a matter of perception. I doubt they could do much about it except complain to the judge unless there's a history of domestic violence or aggression in your case.
