It may, divorces usually split all assets 50-50. There are, however, exceptions. A lot depends on facts that you have not mentioned. It is a somewhat complicated area of family law.

Is it true that in my divorce decree it states I’m entitled to half of my husband’s retirement if I do not remarry?

I question the validity of a California decree providing for the forfeiture of what I assume is a community property interest in H;'s retirement upon remarriage (unless it was a form of spousal support and not a property division), but if valid the remarriage would not be cancelled by subsequent termination of the later marriage. In other words, if the right was indeed lost due to the re-marriage, the "re-divorce' would not revive it.

That is untrue.  Typically, when parties file for divorce, they either agree or the court enters temporary orders detailing which party gets exclusive temporary use and possession of real estate, motor vehicles, and potentially other property and which recurring bills each party is ordered to pay during the pendency of the case.  Such temporary orders may also include temporary support for a spouse or any children of the marriage, interim attorney fees if one party in in control of most of the community funds, and a parenting plan for custody & possession of any children.It is not automatic that each spouse must pay 1/2 of all bills.
