You can call the police but a single call like that is not likely to result in charges. To be harassment, it must be multiple calls. To be a terrorism threat, it must be a threat to do bodily harm imminently. Those do not apply as you have described.

No one is allowed to beat a child. But it is up to the parent who is allowed to discipline the child. If you don't like the way someone touches your kid, you can call the police and file charges.
