For a cooperative person the sentence will be one thing. For you the plea offer will be something completely different. Park ranger approached you. Why? You refused to allow a search of your property. You were detained and the dog alerted on your bag after a free air search, which is legal. You need to retain an attorney.

When something is dismissed without prejudice, that means that another complaint can be filed.  If the matter was dismissed with prejudice, that means another complaint cannot be filed.  So no, it does not violate double jeopardy, which only means you cannot be tried for the same crime twice.  Getting something dismissed means there was no trial.
