Assuming that the computer was given to him at the job site in NY, then that is where the theft occurred. (Even if he got the computer at his home in Texas, it could still be that the theft occurred in NY - it could actually be at either location.) I would start by sending a certified letter, RRR, demanding that the computer be returned immediately. Give X number of days from receipt (say 10) and advise if not received by then, then you will file a police report. If you owe him money for his work, you cannot without that money and demand the computer..... If he ignores the demand, start by contacting NY. It is going to be hard to get any authority to work on this, though, because of the difficulty in investigating because of the difference in locations (and the relatively minor value compared to the difficulty.) Not right, but that is how things go.

It sounds like you might have a case against the neighbor, perhaps even the officer, for malicious prosecution. The problem is that in order to file such a case you will need to retain an attorney, and it will not be cheap. Typically these types of cases can cost many thousands of dollars just in court costs, and you have to be able to pay an attorney as well as the court costs. These sort of cases are not taken on a contingency fee basis, and most often simply cannot be taken that way. You have to pay an attorney to sue someone.
