Does an officer have to proffer a visual accuracy rate doc certifying it meets standards or can he merely testify to it?

What document do you expect the officer to produce to certify that his visual estimate was accurate. The officer does not need any certificate, because his best evidence is the fact that you have no idea what you are doing.
