In Colorado, a ten year old boy can be charged with a delinquency, but cannot be incarcerated until he is 12. Once a delinquency is filed, the court can put him on probation or modify his custody in extreme circumstances. He and his parents could be responsible for restitution to the victims, but the parents liability is limited.

That depends on whether there interests are in conflict.   If their interests are aligned, yes.  For example, if they were charged in the same altercation and both claim that the other guy attacked them and that they acted together in self-defense. If each is going to be blaming the other, no.

Warrant are not recalled, because you can speak well. 95% of the warrants are resolved when the person is arrested on the warrant. The other 5% are recalled when a skilled attorney is involved.
