Suing the DA is not an option, because he/she and the police have immunity. I find it interesting that he is about to kill you (according to your story), and you will not consider moving.

If a person was able to do jail time shouldn't it be deducted on the fine amount owed?

Consult with an attorney in your area about this. The fine is in addition to jail time, and was a part of the sentence. Look at the sentence, get a copy from the clerk. Look at the plea agreement if there was one.

Apparently you presume that there is something else you can do than to pay the court costs and fines associated with the case against you. There is not, and you are mistaken.
