Yes, I encourage you to follow up on this. This type of thing is happening more and more and more. I have 2 such cases in my office today. First, you need to file a complaint against the officer with the police department complaining of excessive force and dishonesty. The department will try like heck to keep you from doing this, but don't be dissuaded. File it and get a copy. This is important because it will go into his confidential personnel file. It is discoverable by the next person who he does this to and may help them defend against a false charge of resisting arrest and the like. Next, you can file a claim against the city/county/police department for whom he worked. This is the beginning of a civil action for damages. You need an attorney to help you do this because if you miss any steps (the government puts many hurdles up to frustrate a claimant and dissuade them from pursuing a valid claim) your claim and later suit will be barred. Of course, with evidence like this, they could try to settle with you but you won't know if the settlement is a good one; an attorney will almost assure that you will get full value for your claim. The bottom line is, you are not going to get all the answers you want in a forum such as this. The issues are just too complicated. You need to discuss this with an attorney and get the help you need.
