Legally it can, but it's up to the DA to decide whether it can be pled down to a misdemeanor. If the DA won't do it, a judge might after hearing the evidence at your preliminary hearing.

They are paid by our taxes to provide services to those who economically qualify, as you seem to describe yourself. They can help and represent you in court, explain away your confusion once they know what the case is about, negotiate a plea bargain with the prosecutor or take you case to trial, but no one is going to help you pay your fines or serve your time.
