It is impossible to determine with complete accuracy from this basic information provided but at the very least it could be possible to have a new prosecuting attorney assigned to the case or have the DEA agent's testimony ruled inadmissible in court. The issue of licensing is always tricky - they can look into arrests, not just convictions. Because this was never filed, you may want to consult with a local criminal defense attorney to look into a petition for factual innocence. If granted, the judge will issue an order to the Police department and the Department of Justice (DOJ) to seal and eventually destroy your arrest records. This is the ONLY way to get something off your record in California.
