It depends on how and why they were dismissed, along with what the charges were. Once a misdemeanor is dismissed, it's over. A felony can be refiled once (twice in limited circumstances).

It would depend on what specifically happened in court. The new citation may or may not be allowed. If the old citation was never filed with the court than a new citation could be legal. The officer's action could invoke a double jeopardy argument. Double jeopardy prevents the government from prosecuting you twice for the same time. The only way to determine if jeopardy attached to the previous citation is to retain a criminal defense attorney. They would be able to review your case and argue for a dismissal of the new citation.
