Since theses are two different sovereigns they can both try him for the crime without violating double jeopardy as written in statutes Since the victim was a US citizen the US has jurisdiction over the crime even when not committed on US soil.

Yes, you can ask to pay for it you can also sue them for embarrassment etc. They are supposed to have good cause and if you did nothing wrong, then clearly they did not. Ultimately, no the manager cannot do that, they can only do it with consent or have the police do it . It is not a crime for them to do it, likely not anyway.

Likely no worse than probation unless facts are aggravated Felony on record for life is the real consequence. An F5 has a presumptive range of 1-3 years of prison and 2 years parole but this one is prob eligible.
