Do I have any kind of case although I have proof of insurance and receipt from the the towing company all with the same date?

You should hire an attorney and attempt to get the second charge reduced, and explain why you did not respond to it. With luck you will have a sympatric prosecutor or court and can have the charge reduced. Your problem was that you were indeed foolishly driving without a seatbelt and without insurance, and the lack of insurance is the much more serious charge as it can hurt others, as well as yourself.
You should hire an attorney and attempt to get the second charge reduced, and explain why you did not respond to it.
