What will happen if I have a new court date after being told I had no ticket by the district attorney?

It seems that the DA was not ready to file charges when you went to your original court date. This is pretty common. They sometimes need additional time to review reports or wait for further investigation. Once they are ready, they file the charges and send you a notice to appear in court, which is what you received. You should hire a criminal defense lawyer in your area to represent you. If you can't afford to hire a lawyer, go to your court date and ask the judge to appoint the public defender.

Can I be contacted by the other party’s attorney?

They probably should not, but IF your attorney is difficult to reach, or the matter is minor, the judge will not chastise anyone. The fact that you need to ask this on-line rather than consult with your attorney, already tells me there is a problem. Good luck.

Could you offer any advice as to the legality of withholding charges when a defendant is given a global offer?

Your question requires an attorney consultation. It is not a simple question that can be answered on this type of forum. There are many factors that would need to be considered and evaluated. I strongly suggest that you contact an experienced criminal defense attorney for a face-to-face consultation and give him/her all of the facts surrounding your nephew's situation. He/she would then be in a better position to analyze his case and advise you of his options.
