Contact the clerk of the court. If there is a warrant out for him he is in trouble but if not he can probably get the case put back on calendar and pay the fines. He might even be able to just pay the clerk.

Generally, lawyers tell people not to pay that civil demand. The usual resolution for a petit theft case is what we call a diversion program. You enter into an agreement with the state that you will attend a class, do community service hours, and pay costs and fines, then when you have completed everything, they drop the case.
