It does not seem as though those specific actions of seventeen years ago would indicate that there was any danger to the children from your son. And no, Alaska has no jurisdiction over the old California case at all, and can neither refile the case nor issue any warrant pertaining to the case. Alaska can pick your son up on an old California warrant, however, if it is still outstanding.

You should hire a lawyer because this is a crime of moral turpitude that will follow you for life. Pleading guilty or no contest will lead to the same finding - that you are guilty. You want to avoid a conviction. As for the restitution, if you do not pay it, they would have to sue you - highly unlikely.
