In order to freeze your account, your deposit account would have to be at the same bank that you owe money to, or the bank would have had to have sued you and obtained a judgment against you. You may or may not be liable on your husband's debt depending on the type of debt and whether it was joint or you signed a guaranty. From what you are saying, it sounds like bankruptcy might be a good option for you.

You can learn about bankruptcy and you might even be able to file on your own. I would not advise this, it does take an experienced attorney to do things correctly. The filing fee can be waived if you are that broke, at least you can try to get it waived. It is well worth the money that is paid to a bankruptcy attorney. On the other hand, you may not even be bankrupt.

The short answer to your question is yes - one of you can file Chapter 13 and the other 7 and strip the 2nd in the 13. There is also protection for a spouse against collecting for community debt. I would need to have a complete interview with you, however.
