Generally speaking the time limits for presenting a claim against a government entity are not tolled because of the minority of the claimant. Filing a late claim must be done before the one year period within which to bring a lawsuit runs. You may have an argument to bring a claim against the county employee personally IF the injury was caused by the employee outside the course and scope of the employee's job. However, you would be pursuing against the employee personally, not against the county.
