Should I contact an attorney regarding personal injury and comparative negligence or just resolve it between the insurance company and myself?

More than likely you can handle it yourself. Just make sure that your foot is entirely healed and there are no lingering issues. You may also ask the insurance company to throw in an extra $1000 or two for pain and suffering because you would hate to take this to an attorney.

Can I sue the policy holder for injuries or just the driver?

The defendant is the driver and/or his parents if the Georgia Family Purpose Doctrine applies. Also it is possible to sue the owner for negligent entrustment of the car to the driver if the driver has a bad driving history and you can prove the owner knew it. The question of liability insurance, stacking of liability coverages and possible UM coverage is a separate matter. You really need a lawyer experienced in PI claims ASAP. The situation you have described is very complicated.

I was injured on a RCC. I was burned with 2nd° Burns from a shower with a work order in to be fixed. I still have Issues.. Do I have a case?

Cruise ships almost always have clauses in their passenger tickets that mandate that Florida courts have jurisdiction over any disputes, so u should look at your ticket for that info. There are also strict and shorter statutes of limitations that apply in Admirality cases, so have a consultation with counsel to determine any filing deadlines that may apply. Finally, althouigh your dfamages appear to be minimal, u should get treated by a physician who will determine the extent of any future injuries, like nerve damage from the scalding etc that may cause life time problems. Best bet is to consult with counsel on the best approach to take...
