I hate to say this, but it depends: First, we need to know if the area is a public sidewalk, or part of the apartment complex property. If it is part of the public sidewalk, the question is whether there is an ordinance requiring property owners to keep the adjacent sidewalks clear. If you get past one of those, it starts to look pretty good: according to your statement, they do manage to salt other areas, so there is no reason they could not have salted this area also. Go to the doctor if you need to, liability is another matter.
