You are being given mixed signals and you are finding crooked things going on. That does not constitute injuries or neglect. You mention that the letter states that you retained the attorney's office, do you say that you retained that office? Finally, as to insurance: most real estate purchases require funding from a lender (usually a bank) the lender requires the borrower/purchaser to buy insurance. If you are going to get property loss insurance, you might as well get liability also. If you have something to lose, you have something to protect, and that's the wisdom of getting insurance.

Typically, most companies are very cautious when hiring drivers. It is in the best interest of the company to ensure that their drivers are licensed and that they have a clean driving record.
