Under Georgia law "insurance follows the car" meaning that usually the liability insurer of the vehicle that hit your car pays to fix your car. The exception to that is if the driver was driving without the owner's permission. If the car had been stolen then the thief was driving without the owner's permission and there would be no coverage for the thief striking your car under that policy.

I am in South Carolina, so this advice applies more to S.C. residents based on S.C. law. I think you should forget about it. This will not be the last time you spend money on something that turns out to be worthless. You can give an unfavorable report to the Better Business Bureau, their google profile, facebook page, etc. You could sue for a refund in Small claims court, but I hardly think it is worth it.
