Since this man was involved in a violent confrontation with another man, you should be very careful in dealing with him. If you know his address, you can send him a letter demanding he pay for the damages to your car, and include a written estimate for the repair costs. Send the letter "return receipt requested" so he has to sign for it and you will have proof that he received it. Give him a modest amount of time (say, 10 days) to respond and, if he either doesn't respond or responds by refusing to pay the damages, you can sue him in small claims court. Be sure to have one or more witnesses who can come to court with you to testify to what they saw.
