Hospital ER's are targets for strung out druggies looking for any kind of high they can find. Walking around a hospital, grabbing some scrubs out of the laundry, slipping into them, walking to the crash cart...... Sounds like the officer did the right thing from his perspective. You should have fainted. You would have avoided arrest and gotten warm and drugs. You might have snagged a meal of cookies and tea too. Learn from your mistakes.

Can a person surveillance a person's home, look in windows and use devises such as audio or heat sense equipment?

Someone can see what is there to be seen, so if you are on the public sidewalk or on your front lawn and the neighbors don't have their curtains drawn, you can see what you can see. But I think surveillance equipment crosses the line. Before you take any action, see what proof you can get: take pictures of your own, ask a friend to look at whatever it is that is bothering you, maybe hire an investigator.
