What can I do if I fell down the steps of the local post office?

Have your own carrier pay what it will. this will not interfere with your claim if you have a valid one.The postal service certainly has a claims office. call them and ask about the claims process. See a PI lawyer if you don't get satisfaction.

What amount can I ask for if I am temporarily completely disabled and have pending therapy and/or surgery for a torn right rotator cuff?

It sounds like you are describing a worker's comp claim. Worker's comp covers medical expenses and time out of work. It does not matter what you ask for, that is all you are entitled to.

Sounds like you may be limited to a workers' compensation claim. Does your employer have worker's comp insurance? Have you consulted with a comp attorney? If can refer you to someone if you need it.
