Most consulates will provide some type of ID - either passport or matricular consular or comparable ID document with a birth certificate. Does he have a school photo or some ID his parents can send him from back home? If you want to contact me to assist you I would be happy to.

Can I apply for a green card without a valid passport through marriage?

You can still apply if you have the expired passport. However, may have issues getting into the Federal buildings you will need to go to without a valid one. If you have a valid driver's license, you will be fine. Otherwise, the officer who will eventually interview you and your wife may need to escort you into the building.

Financial situation does matter. If you are single, never file any affidavit of support for anyone, have no dependent(s) listed on your tax return, are only filling for one sister who will not take with her any family members, you only need to show about $18,212.00 / year gross adjusted income. If you are married, have 3 kids, file for your sister, your sister wants to take along her husband and one kid, you will need to show $46,262.00 gross adjusted income. If your financial situation is not good enough, you will need a co-sponsor (another person who can sign the affidavit of support and provide proof of sufficient income / assets)
