You can stay for as long as your visa and I-90 allow, usually 2 to 6 months. With regards to you obtaining a green card, this question requires an attorney consultation. The NVC usually takes about 6-8 weeks to process a case (assuming all the documentation is in order).  The case then moves to the consulate for issuance of the visa.  The consulate can take a few months to schedule the interview and issue the visa.   You will have to be a citizen to file for your mother.
