You should probably meet with a board certified immigration lawyer such as myself. Normally, filing the I-130 package gets the process started and till he gets here can take a year, give or take 6 months. There are plenty of opportunities for pitfalls, thus the need for a qualified lawyer to assist you.

A parent can certainly file for their child. Of course, the government could also choose to question the parent very intensively as to why the child was never listed before. I've seen cases denied where this was a previously undeclared child. You could have a big fight on your hands to get an approval.

There is no law that allows a USA citizen to petition for their cousin. There may be other ways for him to get a visa, work permit or green card, but certainly not based on your family relationship as cousin.
