Is he in removal/deportation proceedings and/or has there been an order of removal/deportation rendered. Your boyfriend's drug conviction may make him inadmissible and he may not be able to get a green card. Whether or not waivers are available to him will depend on exactly what the charges were that he was convicted of. I strongly suggest that you contact an experienced immigration attorney for a face-to-face consultation and give him/her all of the facts surrounding your boyfriend's situation. (S)he would then be in a better position to analyze your case and advise you of your options. You should also bring any information and documents you have regarding the drug conviction for the attorney to review.

Legally you can marry him and file visa petition for him. USCIS may look at your case closer because you married an alien and filed visa petition for him too. Just document your marriage to prove it is not a shame marriage to help him get green card only.
